Enhance Africa’s Mining and Natural Resource Governance

Objective :

Increase transparency and accountability in Africa’s extractive sector, ensuring 50% of major
mining projects meet global best-practice standards by 2030.

Activities :

  • By 2027, establish a comprehensive Pan-African Mining Governance Framework
    adopted by at least 15 countries, promoting transparency, accountability, and
    sustainable resource management.
  • Include digital reporting tools, blockchain-based mineral tracking, and ESG compliance
    metrics to enhance oversight and prevent illicit resource exploitation.
  • Conduct annual benchmarking and audits to evaluate implementation and adherence
    to the framework.
  • Support 30 responsible mining projects by 2030 that integrate environmental
    safeguards, social impact assessments, and community benefit-sharing mechanisms.
  • Develop a Community Partnership Toolkit to ensure mining revenues benefit local
    development, including health, education, and infrastructure initiatives.
  • Launch annual awards and recognition programs for companies demonstrating best
    practices in responsible mining.
  • Publish at least 2 flagship trade and investment policy research papers annually,
    focusing on emerging issues such as digital trade, sustainable supply chains, and
    inclusive growth.
  • Provide targeted technical advisory services to at least 15 member states by 2030,
    including drafting trade policies, regulatory reforms, and capacity-building strategies.
  • Facilitate 20 beneficiation and value-addition initiatives by 2030, targeting key
    minerals and resources to increase local industrialization and job creation.
  • Support partnerships between mining companies, local SMEs, and research
    institutions to develop sustainable processing and manufacturing capabilities.
  • Integrate technology transfer programs and skills training to ensure local communities
    and businesses gain technical expertise.
  • Train 1,000 government officials, regulators, and mining executives by 2028 on responsible mining governance, ESG standards, and inclusive economic practices.
  • Provide policy advisory services and technical assistance to member states for aligning
    mining regulations with international best practices.
  • Establish a Mining Governance Monitoring Dashboard to track project compliance, ESG
    performance, and socioeconomic impact across Africa.
  • Publish an annual Africa Mining and Resource Governance Report showcasing
    progress, innovations, and lessons learned.
